Yes, as a foreigner you would be eligible to buy property in Norway, including applying for a mortgage. Check out the Expat Arrivals guide to buying property in Oslo (the process should be much the same anywhere else in the country too). I'm not sure of the specifics regarding currency and deposits, but I imagine it would need to be in the local currency. I'd advise contacting a local real estate agent, preferably one experienced with expats, to confirm this as well as walk you through the process of applying for a mortgage, putting in an offer, etc.
