From my research, it seems like the spouse holding a Dependent Visa can live, work, and study in Hong Kong as long as the principal visa holder is permitted to stay in Hong Kong. However, dependents of persons who have been admitted to study are not permitted to take up employment unless they have obtained prior permission from the Director of Immigration.
